Morrisons have appealed against a decision on the design of its new outlet in Barrowford.
A Government planning inspector will now determine whether the development is permissable or not.
At the same time, a retrospective planning inspection for the new shop frontage has been submitted to Pendle Council.
The council, however, cannot take action against Morrisons for opening the new one-unit store, having been granted permission for four smaller units.
The Government’s policy is to allow retail developments in town centres and there is an established retail use on the site.
